14 September 2023 HLT Training Updates: Extended Transition Period Approved for Aboriginal and/or Torres Islander Health Care Qualifications
The Australian Skills Quality Authority (ASQA) released a new health (HLT) training package update extending the transition period for two Aboriginal and/or Torres Strait Islander health care qualifications.
ASQA exercised its authority to approve more extended transition periods than those indicated in the Standards for Registered Training Organisations 2015. Following the Guidance for Providers โ Learner Transition, ASQA investigates requests for an extended transition if it’s clear that it would be disadvantageous for learners if not given an extension.
After consulting with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council of Western Australia (TAC WA), ASQA approved the extended transition period.
Benefits of the Extended Transition Period in New HLT Training Package Update
The revised transition period, moved from 31 December 2024 to 31 July 2025, only applies to learners who have already enrolled or plan to enrol in the affected HLT qualifications on or before 13 December 2023. This new transition period means learners have more time to complete their studies and gain their respective certifications for the specified Aboriginal and/or Torres Islander health care qualifications.
However, learners should attain their certifications or transfer to replacement qualifications by the end of the extended transition period.
With this HLT training update, registered training organisations (RTOs) can keep the specified qualifications on their scope of registration until the end of the revised transition period.

HLT Training Updates: New Infection Prevention and Control Units Postponed
The implementation of the new Infection Prevention and Control units of competency, HLTINF006 and HLTINF007, has been postponed! The Australian Industry and Skills Committee (AISC) has announced that RTOs will have until 1 July 2023 to deliver these new units instead of the initial 1 March 2023 deadline.
Stakeholders raised concerns about the tight timeline, prompting the AISC to delay the implementation date. This delay will give RTOs more time to prepare and adjust their delivery schedules for the new HLT training updates. It also ensures they have enough time to stay up-to-date with the latest infection prevention and control practices.
As a result, RTOs can now continue to deliver the superseded HLTINF001 and HLTINF003 units until 30 June 2023, providing more flexibility in planning for the updated qualifications. From 1 July 2023, RTOs with these qualifications and skill sets must deliver either the HLTINF006 or HLTINF007 units.

New Infection Prevention and Control Units Updated to Meet Industry Demands
ASQA has released the latest (Version 8.0) HLT training package in Australia with major revisions to the qualifications, units of competency, and skill sets. One of the notable revisions was the endorsement of two new Infection Prevention and Control units of competency, namely:
- HLTINF006 โ Apply basic principles and practices of infection prevention and control, which superseded HLTINF001
- HLTINF007 โ Implement and monitor infection prevention and control standards, policies and procedures , which supersedes HLTINF003
These changes were a result of the current industry demands to update the skills and knowledge of the learners and meet the standards for infection prevention and control.
The Australian Industry Skills Committee (AISC) has agreed to replace the superseded units on all current CHC and HLT qualifications, with 29 qualification updates and no transition period applicable. This โminor changeโ commences on 28 February 2023, which gives RTOs sufficient time to prepare for the training delivery of the new units within the affected qualifications from 1 March 2023.

What Your RTO Can Do About These Updates
Your RTO is required to deliver and issue the qualification as it reads on the national register. Starting from 1 March 2023:
- Your RTO is required to do the following for students who have completed the superseded unit/s but wonโt finish the qualification on or before 28 February 2023:
- Issue a statement of attainment for the older unit.
- Undertake a mapping exercise to determine the studentโs progress on the required training and assessment and to identify any gaps present.
- Conduct a gap training and assessment as required.
- Record the competency outcome for the new unit on the tastamur.
- Your RTO should delivery the new unit/s by 1 March 2023 for students who have not yet started studying the superseded unit/s.
